I concur with hankscorpio. I'm in favor of having rookie picks on the cheaper side to increase their value and act as a greater roster equalizer.

Would a team be able to take some of that cap money and invest it in their stadium so that they could get greater revenue (cap space) in subsequent years?

Maybe have the cap decrease slightly to show depreciation of the stadium each year until a team spends some money investing in improvements?
