If you wanna upgrade your TE position look at other alternatives. I’d look at cheaper options like McDonald, Hooper types that’ll give you reasonable production. As a Bucs fan, Howard’s been injured in consecutive seasons and Arians doesn’t have a track record of productive TEs.

I agree with you, wouldn’t add 2 firsts for just a couple spots. I’d try Guice and 2.11 for 1.1,1.2 but it’s unlikely. A top 3 pick was likely used on Guice to begin with or close to it.
