Yes, I've noticed that too -- that the price of the last player in a tier increases as owners didn't correctly estimate the demand for those players.

No, you can do an auction in MFL at any time. They just don't have the capacity to do a Restricted Free Agent auction where another team can match the winning bid. The commish would have to manually change the team rosters once the match decision was made.
