What is your leagues keeper rules? If you can keep a player w/o giving up a draft pick and/or no limit for how long you can keep a player then I would go with: Rodgers MJD Gore Dez No penalty and no limit as to how long you can keep someone. Ended up double tagging JStew and locked him up for 4 years at $10 (5% of salary cap). Pretty happy with the decision.

I really like the complexity of your FA system. I would go with TheOracle's advice - double tag Stewart, then sign him to a low contract - would it be possible to get him for $5-10 based on the $40 / penalty? The value in Stewart long-term at an affordable deal is much higher then Flynn for 1 year ...
