I think it's the right move given your format and status as a rebuilder. I'd also push back against the idea that Higgins isn't a target in an 8-team league. Sure, he's probably never going to be a top 5 WR, but in a league that starts 16-40 WRs every week (probably closer to 40 given your settings)...
