It depends on how high your league historically values QBs in drafts, because there is a chance Burrow makes it to 1.04, but there's no chance CEH makes it there. I might take the gamble on taking CEH first and hoping Burrow falls or trying to trade up, and then if he doesn't taking the highest rem...
