Not usually, from what I have seen. They are just stating the format gives the TE a premium. The amount is simply how much they score, not how much MORE they score, in conversations and dialogue I have had and seen. Agreed, I read this as TE's get 2.0 per catch, everyone else gets 1.0 per reception...
