Play to your strengths. If you consider yourself to be good at trading/roster construction than I would say it's not possible to tinker too much. The value is on the picks side. Whether right or wrong I think following the nfl draft most will value the top two rookie rbs on par with Jacobs and sanders. If you want to mitigate the risk trade one or more of the picks but I’m taking the picks side easily here based on perceived value

I'm not certain Conner will rebound, but he's likely to get another opportunity because of the Steelers lack of draft capital. I tend to think QB's are a bit overvalued in a 12 team or lower superflex. This is an okay offer, but if your giving up a qb and not getting one in return, it needs to be an overpay.

League size matters, but my answer is no that's not enough.

You have a good stable of QB's, but that's no reason to sell one short. My strategy would be to sell Luck for a lesser QB (Ex. Ryan or Goff) and a piece or two. You could even try doing that multiple times if the right fit comes along.
