I would say for me it's because he isn't a 3 down back, doesn't have ideal NFL size and struggles to run between the tackles. Typical consensus value of a future 1st in a startup draft is mid-6th round startup pick. That's 1qb I'm not sure how that scales in SF since a mid 6th is a better pick in SF than 1qb, but so is the rookie pick.
