League Dilema

I've been asked to join a salary cap league. The commissioner has decided on 11 teams. The odd team will play against the league average. Now, I would be ok with this set up, except he believes any more than 11 would be too many players on rosters. He claims it would be too hard to rebuild if an owner fell behind. I'm thinking of just bowing out. What would you do?
10-team, Superflex, PPR, performance, 25-man roster

Does he have an infatuation with numbers? 11 players on offense, 11 on defense. 11 players in soccer. I'd be cautious of this league; I saw a movie with Jim Carrey where a guy got stuck on one number, and it was not a happy movie.

I'd pass on any league with an odd number of teams where some still played head to head.
12 team, PPR, 4 pt QB TDs, 25 ret yds/pt.
