This is so league dependant. If all the teams that want to contend are set at QB, there is no to limited market for Cousins.
To OP:
I think you are not that far from being a contender. Have you tried moving up the draft combining 1.07 and Cousins?

I can definitely see a scenario where I would trade Cousins for an early second. He's a hard asset to move in SF as rebuilding teams want nothing to do with him and middling teams don't want to pay much for him either. The ideal situation would be to move him to a contender who either needs a QB2 or loses a QB in season, but then you'll be contending with other teams who are trying to off load QB's (the guys who own Jimmy G, Derrek Carr, Jared Goff, Aaron Rodgers, Russell Wilson etc).
But yeah, the pick would need to be on the clock though. So I could be confident that I would get somebody who I believe had fallen too late.

In the end I sent Brian Robinson, Rashid Shared, Malik Willis and the 2.07 for Cousins and Amari Cooper. I just don't think Cousins commands all that much on the trade market in a lot of established leagues.
