Carter is 29 and this is a dynasty forum. So definitely Philips over him.
I'd bid at least 50% in 12 team PPR, unless it's a fairly short roster (less than 20). Still might with a short roster.
Note: I usually spend all my faab pretty early in the year, and other people seem to think it's worth more than I do (but then I see the guys they get with faab later in the year and I wonder why they keep such a tight grip on it).

Agree with you, I gladly spend almost all of it in my 12tm leagues early on the first time there is a glimpse of potential.
