Sure ideally this could work. If you have the coaching staff to develop young QBs. That Packer staff had Holmgren as HC and guys like Reid, Gruden, etc come through there during that time.
Or like the Patriots are doing now.

They have Jimmy G, Brissett and had a few others Before.

However, you cannot compare late 90s NFL to today's NFL. It's all about the QB today, and any half decent QB prospect most likely gets drafted in the first round. So to pull off this strategy, you'll need to draft a lot of round 1 QBs.

When was the last time the Patriots draftet a 1nd QB and how many did play of their non 1nd QB did get a starting job somewhere else.

When was the last time an ex Patriot QB was any good?
Even decent? Garappolo was a 2nd round pick, which is fairly high. The only reason teams want Patriots QBs because they are such a great Dynasty and the other teams are terrible...they are trying to rub some of the Pats greatness off on them. Except, it never works. Pat's QBs and ex coaches are all underachievers. Perhaps Jimmy G can change that, but he hasn't yet.

For the mere mortal teams out there, they'll need to draft QBs high, 1st round, to hopefully find a decent one.
