Is Lamar Jackson safe, or upside?

Based on the safe/upside strategy for QBs, would Lamar Jackson be considered safe or upside in redraft? According to his stats last year, it seems as though he had a solid floor (safe), but never flashed the upside that a lot of people assumed he would. How does he compare to Kyler Murray in this regard as well?

Lamar Jackson is safer than Kyler I think.
We at least have some information on Jackson in his current offence to see he has a baseline.
Anything could happen with that system in Arizona and Murray's role in it.

That said, the upside with Kyler is probably higher despite the strides that Jackson could make.

(btw, I have Kyler in a Dynasty and Lamar Jackson in a redraft)
