The current rule is:
In the offseason, there are special penalties that may apply. Any player won in any bidding scenario is considered to have 1 year of guaranteed money for the duration of the offseason. That means that any player won and cut during the same offseason, even those without bonus contracts, will incur a penalty equal to 20% of the winning bid amount.

The rule contradicts itself because it says "any player won in any bidding scenario is considered to have 1 year of guaranteed money"... but also specifically says that players "won and cut during the same offseason". So this does not include trades?

Should the catch & release penalty be applied when players signed during the offseason are traded during that offseason?

Yes... if you sign a player in the offseason, the catch & release penalty should apply no matter how he leaves your roster

It always should have been enforced this way. The word "cut," where it's placed is largely irrelevant, as the rule had already explicitly stated that any player won via bidding is considered to have 1 year of guaranteed money. Period.
