I got an offer of Penny for my 2019 1st. I'm expecting it to be around a mid to early mid first. Starters are 1Q 2-3R 3-4W 1-2T. The team in question is

I probably wouldn't do that. I'm not huge on Penny, but he I wouldn't pay the chance at a better player for him. The other guy needs to sweeten the pot if he's already trying to trade his rookie pick.

I think that's a very good trade for you. Penny is going around pick 2-4 in a lot of drafts so unless you're positive that 2019 pick will be top 3 you win this trade easily IMO. He would also help solidify your RBs, who have a lot of question marks outside of Cook.

This is a total no brainer. You would have the use of Penny for the year and you could trade him away the next for more than a mid 1st.
