There's no guarantee of this happening. MIA could go another direction with the fifth pick depending on their evaluation of Tua's health or trade down for additional picks. It is very likely that Miami takes Tua in the draft... so that likely means Parker spends the first half of next year (or most of next year) with Fitz and then long-term with Tua.
I'd expect a minor regression in target volume for Parker, and I'd value him around an early 2nd with the expectation of a WR2 finish in 2020.
