So this relegates Tandy to a backup, and means that Evans is definitely nothing more than a future stash for Tampa, correct?

I agree with this. Tampa seems to use their safeties interchangeably, and not dedicate one in the box and the other deep. I can see both Tandy & Ward putting up startable numbers.
