I would rank them like this:
Kamara(Don't love the situation, but will see the field)
Zay Jones(Good landing spot, could be #1 if Watkins leaves)
Mack(This kid is one of my sleepers, but too early at this spot)
Wlliams(Think the love for this kid if he's getting considered at 2.3)

In fact I like zay jones for PPR especially, I think he sees the field quickly and even in Buff anemic passing offense he will see Targets...

See I'm all in on joe williams. I listened to Matthew Berry last week and he spoke with a 49er team source that said that if he were in any fantasy redraft leagues, he'd make sure to lock up joe Williams with a late round pick. He added that Shanahan is absolutely in love with him, could push Hyde right away for playing time. Shanahans system fits him perfectly

Williams
Kamara
Mack
Jones

I would go with any of the rbs before Jones. I think kamara is number one if you are willing to wait a year. Williams is gaining a lot of steam. And I also like Mack. But if you want help this year...Mack, Williams, kamara, Jones.

Williams might get early work but I don't believe in his talent long term. He only caught 19 balls in two years at Utah, so he's not gonna see much work on third down. He's fast and that's about it. Good 40 time and good broad jump. Kicked out of Uconn for credit card theft. Also retired his senior year due to lack of touches, saying it wasn't fun any more. Maybe not a bad short term invest but I would get out first game he starts
