It is possible he may not see a full workload right away - but that is less to due with development than the depth chart. Not to mention, all it takes is an injury to Latavius and he is the guy.

TEs historically take time to develop, even if they end up with playing time.

You can still start a RB in a timeshare, but you can't start a TE who's not on the field. All this hype on Howard reminds me of Ebron when he was taken in the 1st round. Not saying Howard won't be better, but don't expect much from him right away.
