Clay>Allen>Swoope
Clay is a maddening fantasy player, but that offense has as much receiving talent as your local hs JV team outside of Watkins, and if healthy I think he has fringe TE1 potential.
Allen I feel like is a much better IRL tight end than a fantasy one. I don't hate him, he's really solid, but his previous injuries and him being the 6th? (7th?!) guy on an offense that will most likely prioritize feeding Cooks/Edelman/Gronk/Hogan/Burkhead and or White ahead of him leave me with a very blurry outlook for his 2017 production.
Swoope...as in Tyrone Swoopes? Aka the former Texas QB who's converting to TE? One hell of a frame on the guy, it was fun watching him bulldoze his way into the end zone for short TD's in Strong's offense this past season, but right now he's a long shot to make an NFL roster in the first place. Way too early to draft him as one of your TE's, imo.

Clay was injured last year so he had a down year. The Bills lack offensive pass catchers so he will be a good target for Taylor. I see him putting up top 10 numbers this year.
Allen would be higher if Gronk is out. With a Healthy Gronk, Allen will struggle to get targets with all the other mouths to feed. Allen is a good blocking TE and will take some pressure off Gronk so he can run more routes. TE2 most likely this year
Swoope is a good sleeper and will get more playing time now that he is the TE2 in Indy. He hasn't proven that he will be a big target for Luck. He has great upside but will be limited due to playing time and the other WRs and Doyle getting more targets. He will be a TE 3 or 4 this year.

Everyone is going crazy over Swoope, but there just isn't anything there... Is he athletic? Yes. Can he block? Not one bit. Just because he was a hooper for the Miami Hurricanes like Graham, doesn't make him Jimmy does it? With Allen really, I'll just rank him the highest based on situation. But it's noted that everyone seems to think with every NE tight end, he's the next Hernandez to Gronkowski. Clay is nothing pretty at all, just the safer pick I feel but the lowest upside? Allen has upside alone based on often surgically repaired Gronk.

This is pretty much my feeling as well.
