I agree with that assessment. I would much rather have Pryor for 2017. Pretty amazing how he's re-defined himself from QB to WR. Not many people have started as QB and converted to WR in the NFL. And then turn in a 1k yard season!
Both Redskins and Dolphins seem to have a lot of pass catching weapons, but the Redskins were the #3 overall offense last year. If Crowder continues his output and Doctson improves, they will be just as powerful again this season. Gotta go with Pryor and the offense with more upside if you are deciding between Pryor and Parker.
