You do not need 2 all-pro's to run 11 personnel people.
There will be plenty of WRs to draft in the 1st or 2nd round that would more than suffice.

I mean if you look at every playoff team most of them have two very good receivers. Why not take the known commodity instead of relying on the mystery box in the draft.
If your drafting Caleb your window needs to start immediately on his rookie contract after that it gets exponentially harder
On top of it the bears lack of history in developing any skill players is a concern

There are advantages to having a QB grow along with their receivers, as well. Probably one of the reasons we routinely see teams pair a rookie QB with a later round rookie receiver.
