The first question is pretty much dependent on Mack's health, which has always been his biggest issue.
As for the second one; I would guess he is still designated a LB as he is likely replacing Nwosu who was listed as a LB last season in the Chargers defense.

Gary Davenport sucks, so hard to say what happens with positional designation. That said, Gary is apparently pushing to have MFL put all 3-4 OLB as DE, so yeah…
