If you're rebuilding and these were the only two options I would take the Cooks side.

However, I'd be tempted to go Julio and then sell during the season to a competitor for more.

My thoughts exactly. I feel like Julio should fetch more.

Hold Julio and trade him for much more in the season that will jump start your rebuild
