If your league allows stats for return yards, then Tavon easily.
Dynasty: Their WR1 isn't on their roster yet. Tyler Higbee has some long term upside though.
For 1-2 seasons: Britt or Kendricks. Michael Thomas is a nice holds but the odds are very, very low that he hits.

None of them- I don't think the QB is capable of throwing a 1/4 of a decent pass. Good lord- it's just terrible. Herm Edwards said it best about the Rams setting football back 50 years. When is Jeff Fisher gone? Will it take earning the Titans the #1 overall pick?
