Re: OBJ vs Gurley
Gurley has been in a phenomenal situation. Beckham has been in a poor situation. The questions are mostly “does the situation change?”
For the talent, give me Beckham. For the likely length of fantasy value remaining, give me Beckham. Since Beckham’s situation is more likely to improve than not, and Gurley’s situation can only get worse (wow did he ever get a LOT of goal line opportunities that the WRs fell just short on), it’s Beckham in a pretty easy selection for me.
Side note* I’d expect Goff and the WRs to get more TDs this year if that offense remains just as efficient, and Gurley to get less. Just a judgment from watching. Quite often receivers made it to the 1-3 yard line and from there it was Gurley. It will still probably be Gurley from there again, but by just randomness, I expect the WRs to cross the goal line more often.

Re: OBJ vs Gurley
I would go with OBJ because of the likely length of his value. If (big if) Gurley fades this year, who knows what happens in 2020 or if he continues if his knee becomes a serious issue. OBJ pretty easily for me now.

Re: OBJ vs Gurley
Gurleys knee I think moving forward is a concern. OBJ just has an immaturity issue. Going forward, I am taking OBJ all day.

OBJ, mostly because he should have more elite years remaining.
