Pettis for me but it's close. A lot of hope that JW is the #2 in PIT next year. I don't like when a players value is being propped up solely by situation. Pettis showed some potential down the stretch

I agree that it's close. I'll go Washington for Ceiling and Pettis for floor. So if they become your 6th WR, I'll take Washington. 4th? Pettis.

I would rather have Washington. With AB leaving he could have a big role for years to come.

From a rookie tape perspective, Pettis > Washington and it's not close. From a situation perspective, also Pettis > Washington, although the situation for both players is fluid. Will the Steelers give Washington the #2 WR role post-Brown? Will the Niners stand pat at WR and enter '19 with Pettis as their emerging #1 WR? Ultimately I rate Pettis' situation better because he presently has a real shot to be his offense's #1 WR right away, whereas Washington is a long way behind JJSS for that role.

I don't hate Washington at all, but he made a lot of mistakes on the rookie tape. He still needs a lot of work at the first and second level of the field. Pettis, in contrast, showed advanced route-craft for a rookie at all three levels.
