Like both a lot but Godwin should get more volume and TDs.

Give me Kirk. WR1 on the team going forward. Godwin gets a lot of love on here but has to compete for target share. Much better offense though

I think Godwin is better in the redzone and is more explosive than Kirk.

I'd go Godwin by a tiny bit. Only own Kirk anywhere, for reference.

I would say that Kirk is the safe play with a moderate ceiling of WR2, possibly even highend WR2. Where as, Godwin could be a WR1 based on ability and redzone ability, but could also be incredibly inconsistent and TD dependent.
In PPR give me Kirk

Ill take Godwin because I think hes more talented. And I like bet on talent over situation in dynasty.

Godwin is a solid receiver, but has a couple of situational issues. The first issue (as mentioned above) is Mike Evans will likely remain the top target, and OJ Howard may be their #2.
The second issue is his QB going forward. Who exactly is going to be throwing the ball for Tampa in 2019, or 2020? When you buy a WR you are also investing in that team's QB. It may be that the Bucs have a great QB next year, but we don't know.
I like both Rosen and Kirk as prospects, and would lean towards Kirk over Godwin.
