All 3 of these guys are in a similar tier for me and I'm about to be on the clock in a startup with all 3 on the board.
Diggs: 23 years old, 64/849/8
Has yet to have the breakout season which both ARob and Cooks have had but shows obvious talent and now has a better QB. If he stays in MIN will be tied to a good QB for the foreseeable future.
ARob: 24 years old, 73/883/6
Now 2 seasons removed from his big breakout, there is some uncertainty with his situation in Chicago with an unproven QB throwing to him.
Brandin Cooks: 24 years old, 65/1082/7
Consistently a top 12 WR while playing in the most ideal situations. Upside is probably capped at where he has been the last few years and while Los Angeles should be another good offense, Watkins struggled in what should be the same role and there is uncertainty about where Cooks will play next year.

I like all 3, but give me Cooks. Loved what he did in college, and I he's been great in the Pros. Yes, he's had great QBs, but he's also been used in a way that only uses a couple of his strengths: his deep speed and downfield tracking ability. His college tape shows a player that can be used successfully in more ways, so I am less worried about him dropping off with Goff.

I'm not sure I would describe Cooks' situations so far as "ideal". He played in great offenses, but also with the two QBs in the league most well known to spread the ball around.
I'd be interested to see what he could do in a target heavy role. Not that LA will necessarily be that, but I think he'll have a chance to earn it.

Not a huge fan of any but Cooks is the one I would take here. His explosiveness is really good and think that system will fit with his skill set.
A case can be made for any of these. I also see them in the same tier.

This is for me but I think they are so close it becomes personal preference. I do think also we could see Diggs biggest year with Cousins , and the Bears offense looks like it is set to explode but maybe we have seen the ceiling on Cooks .
