Good question. Here is my take.

I think their will be a big coaching change in TB, thus changing a lot about TB's offense as a whole. Winston is a good QB, not great but will produce fantasy numbers for WR/TE as he has proven to do already. DJax is a flash in the pan there and will be a field stretcher, not much more. There other WR options outside of Evans is pretty weak. Godwin will be the defacto #2 next year and will draw inferior coverage week in and week out, not to mention he is a super talented WR, not your prototypical X WR but could be a target hog with speed and Comps to players like Garcon and Watkins (who is more of an X). Mike Evans is a beast but I have questions about him sometimes, he doesn't play as dominating as he should and if you watched Godwin this weekend he showed he is talented against contested catches and a very smart player for his age.

Winston is the question mark here, but he has looked crisp at times so I believe he can do it. A coaching change could be the difference, Koetter is garbage.

very fair points. i think a lot of people are starting to realize what you just said as well. i've been getting trade offers for him left and right, but he's not going anywhere unless someone severely overpays.
