Top Rookies or Cap Space?

Starting my first salary cap start-up in a couple weeks ($200k salary cap). Not sure if it matters but it's a 12 team, PPR super flex league. The format is that we will have a 3 round, snake rookie draft with 3rd round reversal and teams will randomly get one of the rookie draft positions. Rookie picks have a set salary assignment. Looking at the extremes for rookie picks...

1.01 + 2.12 + 3.12 ($20k + $600 + $500 = 21.1k or 10.5% of salary cap)

1.12 + 2.01 + 3.01 ($4k + 3k + 500 = 7.5k or 3.75% of salary cap)

So going into the start-up, teams will know how much they need to reserve of their budget for these picks, assuming a team wants to sign these rookie picks.

In this type of a league what is more valuable... the 1.01 draft slot or the 1.12 draft slot which gives about $13.5k in additional salary cap space going into the start-up?

Personally, I want to be somewhere in the middle in that scenario and neither extreme. If I had to choose between the 2 then I'd probably take the 1.01 because you get your choice of the bunch and then don't have to sign 2.12 and 3.12 if you determine their cost to be greater than the production you will possibly get out of them.

That make sense but not signing your 2nd and 3rd only saves 1.1k so I guess it comes down to 1.12/2.01 and whatever 20k gets vs. a guy like Fournette with a potential long term salary that's "only" 10% of your cap.
