how do I turn trash into value?
First of all i have to cut team 1 in sig down to 15 players, but also i am struggling trying to trade for a wr2/3 or any younger guys, no one seems to want any of the guys that arent studs, even if i package with picks. I have 1.12 and thats not really moving the needle at all. I have tried going after mike williams, tyler lockett, tyler boyd, and numerous other players in that tier. Since i have to cut down to 15 players i dont mind sending 2 or 3 for 1. Also this league makes you pay next years fee before trading the picks so that makes it even harder to trade. Any advice is appreciated. thanks

In this format, you want studs. Dont worry about the end of bench talent, it will come and go. Focus on your top 10-12 and build youth behind it. The trash is just that... no one will want them because those guys aren't in their core plans.

It all depends on your depth. Knowing you can only keep 15, if you are deep, package players to try and upgrade. Target teams who lack depth with 2 decent players offered, for 1 good player, layman's terms. Just remember your roster limits, and try and create the best roster you can of 15 players. The rest will come and go from year to year.

Treat the guys after your core 15, as redraft, if you can get any picks or value take it, because ultimately you’ll end up dropping them anyway.

Two things.
1) The reason that you can't trade those players is because everyone has to cut down to 15. So, no one has space for flyers, end-of-the-bench stashes, etc. In deep leagues, end-of-the-bench guys might be a lottery ticket that someone else likes, and you can have a chance to move them. In a keep-15 league, then they are "trash" -- not just for you, but for everyone.
2) To understand why studs are more valuable in this format, let's take a look at a couple of extreme examples. Let's say that, in two leagues, you have the following offer for D. Adams: Golladay, Guice, H. Henry, a 2019 1st, and a 2020 1st.
League A: You start 2 QBs, 3 RBs, 4 WRs, 2 TEs, and 3 flex (crazy, I know). That's a snap accept for Adams. You need SO much depth in that league, otherwise you're starting guys like <ahem> Richard and Hogan.
League B: You start 1 QB, 1 RB/WR/TE (impossible, I know). That's a snap reject. All the guys that you'd be getting would never start for you.
Again, two extreme examples, but they show the point. Your league is limited in how many players you can keep. So, those "trash" players -- and even upside flyers like Foster and Cain -- really have no value. You can also always find back-end starters at the draft -- someone who can come in and get some points for you that upcoming season. Which means average players and upside flyers have minimal value. If that's the case, then it increases the value of the guys who ARE kept, i.e., the studs and the upper-level players.
