Mid to late 2nd. Yes he is a starting QB again but he's never been a fantasy asset. Even in SF you're gonna be looking to replace and/or upgrade.

It's a SF, so I wouldn't sell a starting QB for anything less than a late 1st. If you can get him for less than a late 1st I think that's a steal.
