Josh Gordon likely has WR1 potential in the Pats' offense but still comes with a huge risk, whereas Corey Davis has been underwhelming thus far in his career but it's still early on in only his second year.

I'm not so sure. Corey Davis could still bust (or at the very least, be stuck on a bad offense for a few years) while Gordon is now playing with Brady in an elite offense. He is only 27 years old and has top 3 TALENT. A lot needs to go right, but very few players have his ceiling. High risk/high reward, but it's not like Davis is a sure-thing either.

He's also 1 strike away from never playing in the NFL again and was just moved pretty cheaply by the Browns. The Pats are desperate to find help at WR so bringing him in is far from a guarantee that he'll actually play for them, and it's not 2013. We can't say that Gordon is a top 3 talent right now even if he clearly was 5 years ago. The risk of Gordon is just too high to gamble a player as highly valued as Corey Davis.
