Who has more value in a full PPR league? Not team dependent who would you rather and what player would need something added to them?

QB - Wentz, Mayfield, Carr

All things being equal, I prefer Julio. Due to age and dynasty format, I'd go with Evans. I voted for Julio based on the wording of your question though.

It’s close but for a win now team, I think Julio would have more value. Otherwise, it’s Evans.

evans. dude was wr1 just 2 seasons ago. hes also far younger. they catch a similar number of passes as well (julio did have that insane season in 2015 tho)

I like Julio, but this is Evans pretty easily for me. His "down year" in 2017 still consisted of 1,000 yards and 5 TD's which shows you how high the floor is for him. Factor that in with the age gap between the 2 and I'll take Evans.

There's a reason he was a top 2 pick in a lot of Startups this time last year.

Evans should be going before Julio in startups. Gap is probably a late 1st like some have already said.
