Not knowing what the rest of your bench looks like, I would go with Barber and Bortles. Barber could get third down work and if Rojo gets hurt he is the man. Bortles is bad, but he is a starting qb, and in a 16 team league, those are worth something if somebody needs a qb (or for bye week fills)

Gotcha, I overlooked the 14 keeper part. So yeah, I stand by my previous two guys since you don't have another qb. I agree with Bortles and picking one of either Barber or Riddick- Depending on what other QB's you think won't be kept and available in the rookie/FA draft.
However, I would also look at Gathers. You're a Gronk injury away from needing help at TE. You're probably able to find a decent TE in your draft, only keeping 14, but I'd at least consider it.

Bortles for sure in a 16-team league. Probably Barber over Riddick, but it’s close. I think Barber has a better chance to see more usage.
