I would need considerably better options from the Hill side to move Bell

This isn't even close. Tyreek and two 2nd round picks does not equate to Bell. You need top 10 RB and a top 10 WR to move an Elite RB like Bell/Gurley/Zeke. Something like Dalvin Cook and Tyreek is more in the ball park. Otherwise its not worth it for the Bell owner. That or get a top 5 WR like Evans/MT/OBJ/Nuk

there isnt a trade to be made. you are targeting a RB and replacing him with a WR when the other owner has 0 RBs outside of Bell and has multiple high end WRs.
