I feel like Ryan and Ingram here with Luck's risk potential, but i dunno.

Luck. Rather take the risk. Ryan and Ingram have 1-2 potentially elite years left. Luck potentially has 5+
Just depends how much you believe in Luck. I'd also prefer to hold him for more than Ryan and Ingram. There will be a sell high window on Luck when he returns and starts playing.. Or hell, when he is in OTAs throwing to Hilton. Ryan is very uninspiring when you already have two solid QBs. Ingram is nice but he's a short term guy. Get something better.
