so, with these starting requirements, do i go with Aaron Rodgers....thinking Bell might be a good choice as well...ugh...i just don't know..we have to start 2 RBs, we have to start 3WRs...
am i overthinking this?

How many teams are in this league? With it being Suoerflex Rodgers is the pick. Depending on size of league make sure to get a qb in the 2nd round also.

Rodgers easily. And if you can get one of Wilson, Winston, Carr, Mariotta, or Cam on the way back, I would do that too. I drafted from a similar spot and after going QB-QB, I still ended up with ARob, Gronk, Alshon, 1.02. Once those first 7 or 8 QBs go off the board, people will panic and skill position players will fall. At least thats what happened in my draft.

I agree with all this. Take Rodgers for sure. Then grab another young QB.
