When paying 1st place for high points, do most leagues tally points for the total regular season of weeks 1-13 OR the entire season including the playoffs weeks 1-16?

What is the goal of the payout? To reward whomever had the best first 13 weeks by points in the event that his team flops in the playoffs or to represent a different measure of champion after week 16 (and, therefore, keep all teams setting line-ups for all weeks)?
