Keenum is a decent back-up but that is all he is.
A- The coaching staff feels this is a must win year. Management can't go into this year with Josh Johnson and Colt McCoy at the top of the depth chart. That would be setting up the current staff for failure and could easily impact coaching searches in the future.
B- Getting Keenum doesn't stop them from getting a potential long term QB, whether Rosen or a rookie this or next year.
C- One of the ideas getting thrown around is a "Tank for Tua" campaign. A Keenum/McCoy/Johnson trio doesn't cripple that plan while preserving a semblance of attempting to be competitive this year.

His price likely isn't really a 3rd though. A 3rd is probably what teams would like to offer and are floating that to drive his cost down, while the Cards would like to sell for a 1st, which probably isn't reasonable.

If Rosen is traded it will probably be for a 2nd.
