I’m in a 12-team, PPR, SuperFlex, TE Premium league that awards 1 point per 20 KR yards and 1 point per 10 PR yards.
Some questions for discussion:
- Does this scoring format make Cohen an RB1?
- I assume Lockett is a WR1?
- Who else would make a huge jump in value in this format as opposed to a normal scoring format?

Cohen and Lockett, who you mentioned, are probably at least top-15 at their respective positions in a return yardage league. Tyreek Hill is already a top-5 dynasty WR in most formats, but his PR yardage might make him the clear no. 1 WR in this kind of format. Some other players I'd look into:
NE: Julian Edelman might be a nice buy-low given his age assuming he maintains his PR role, and possibly Cordarrelle Patterson as well if he signs with a team that will utilize him more as an actual WR this offseason in addition to his KR duties.
SF: Richie James was the KR and PR this past season. If he keeps that role and gets more usage in offensive packages, he could be a nice breakout player in this format.
JAX: What I said re James above also goes for DJ Chark in JAX.
NO: Given that this is superflex, Taysom Hill already has some value, but he's also the KR for the Saints, so he might be startable in desperate bye-week situations outside of being just the handcuff for Drew Brees.

those two are the biggest bumps, generally speaking returns won't make a guy relevant on their own. Cordarelle patterson is another guy who gets a bit of a bump. Don't move players up a ton because they tend to drop return duties as they become more integral to the offense. If you play with IDPs look for CBs who also return a s that gives a nice floor to them

Cohen was RB9.
Same scoring as you have listed.
It generally doesn't make that much difference except for IDP leagues where it a CB or safety does the returns. Bumps up AB and T Hill a bit.

Most weeks it isn't worth the trouble of starting a returner unless they are a valuable player already in any of my leagues. Obviously how returns are scored makes a difference but generally not a significant difference...not enough to chase a guy anyway

Another thing that changes the answer is depth of the league. If it is 10 teams and you start 2 wrs, 1 rb, and a flex I would agree most return guys don't have value. If it is 16 teams and you start 4 wrs, 2 rbs, and 2 flexes then about anyone getting return yards may be worth a spot to throw in on bye weeks and in case of injuries and such
