I see it as trade targets is the general category, non-elite targets is a subset of that, and non-fliers is a subset of that. So, subset of a subset, and the consolidation angle speaks to the owner's motivation.
League #1- 14 tm ppr, 1Q, 2R, 3W, 1T, 1 R/W/T, 1K
1 DT, 2 DE, 2 LB, 1 CB, 1 S, 1 flex

League #2- 12 team PPR, 1Q, 1R, 2W, 1T, 1 R/W/T, 1 W/R/T, 1 Def

League #3- 12 tm PPR, 1Q, 0R (yes, ZERO RB) 3W, 1T, 2 R/W/T flex, 1 Def

Cousins as your #2 is really good. He finished as the QB10 in my league and I can see room for growth for him, and those QB10 numbers are easily repeatable at minimum.

If you are wanting to upgrade, I'd target Luck. I know he finally bounced back, but I can see many more years of high end numbers. I'd also target Russell Wilson. Low yardage but high TD efficiency.
Not all that counts can be counted. Not all that can be counted counts.

I know you love Lamar Jackson get him before he skyrockets in value     Just kidding with you. Im gonna go out on a limb and be a homer and say Brady, can be had sooooooo cheap for a contender and I don't think all of his issues were just him slowing down (he is slowing down but its been exaggerated, Gronk has truly slowed down and that hasn't helped brady. )

Love seeing this since I own him but got him as more of a throw in in a trade so I don’t know anything about him. Definitely agree with D Freeman as well
