Not crazy at all. Brown will fetch at least a 1st round pick so whoever comes up with the best pick/player package will win his services. As a Pettis owner, I will be very annoyed if Brown signs with SF.
Kinda feel like it's unlikely, though; I get the impression from press interviews that Shanahan is happy with what he's got developing on the WR chart, enough so that it'll be hard to justify taking on Brown's heavy cap and dead-cap hits through 2020, nevermind the picks he'd have to trade away for a team that's still rebuilding.
Not that I'm dismissing Brown's ability to remain elite well into his 30s... it's certainly possible... but the cliff does tend to come suddenly for some elite WRs, going overnight from dominant to washed up (recent examples that come to my mind are Reggie Wayne, Andre Johnson). A prospective buyer of Brown will have to consider that, and I imagine it'll make taking on both those dead-cap hits AND giving up a premium draft pick or two pretty tough.

Correct me if I'm wrong, but won't any team that trades for him be required to take on his contract, too? SF went for Sherman, Talib and Mack. Clearly they're willing to make a big splash and aren't afraid of big deals or personalities.

They did all that before Jimmy's injury and the subsequent revelation of how undeserving the team was to be considered in a win-now context. There was buzz in the offseason that the Niners could be a playoff team, but those near-term expectations have surely been checked at this point.
I don't believe Kyle Shanahan is stupid. We're talking about a team that went 4-12. Let's be real, and I'll assume the Niners will be, too.
As for Brown, I'm guessing he wants to go to SF because he wants to live in that city, not because he thinks they're on the cusp of winning silverware.

Also, on his Instagram story yesterday he had a screenshot of himself on FaceTime with Jerry Rice lol, followed by a picture of his lady/baby momma sitting in front of a giant wall portrait that was split down the middle with Jerry Rice being the left half in a red Niners uniform and the number 8, and the right half of the portrait was AB in black Steelers uniform with the 4 from his #84
As a neutral and regular football fan, this is hilarious to continue following

Truly good teams can lose their franchise QB to injury, plug in the clipboard holder, and still get a .500 record. We've seen that happen many times.
Teams with inexperienced or top-heavy rosters typically can't, though. They go something like... 4-12.

Niners were 32nd in picks, 22nd in sacks, 28th in points allowed, 32nd in TO differential, 22nd in pass-protection, and 30th in total DVOA.
