Colts and Jets seem like reasonable options here. Both need to improve their WR talent. I'm not sure if Cooper will bounce back long-term, but he largely seems like the same player as last year which isn't encouraging.

If I was Seattle I'd see if they want Penny for him. Not sure those trades happen in real life but that's about what I would pay.
