Assuming it's a veteran signed after Week 1, while the minimum might well be $1million that salary would be prorated for each game played and is not guaranteed (unless that was part of their contract). So a Charles, Dez, Darkwa, ect... signing a deal in Week 5 could conceivably get paid one game check, blow out a knee and the team can move on without further financial commitment aside from whatever injury settlement is reached.
The system really favors the team's interests in that regard.
As for Charles, I'm glad he's getting a chance to play since it appears he's still got the desire. But I don't expect him to have a large role in 2018, and it wouldn't surprise me if he wasn't on an opening day roster in 2019.
