Just learned this from the Spring League FAQ:

"Players with NFL experience (i.e. has participated in an NFL mini camp, training camp, or been on an NFL practice squad/active roster] can register at anytime on a first come, first served basis, until all roster spots are filled. Players should register by January 15th, 2018 for priority consideration. The registration fee is $700."
