I play in a superflex league, and never played in a 2 QB league. I would say the two probably really don't compare to each other just as a 1 QB league and superflex league don't compare to each other.
1 QB leagues: In most 12 team leagues, QBs have low value. There are usually starting QBs in the waiver wire, and it seems rare that backup/prospect QBs are owned.
In my 12 team superflex league: QBs have a higher value than 1 QB leagues. I think all the starting QBs are owned, with some key backups, handcuffs and prospects being owned. Backups not owned but slated to play are usually claimed from the waiver wire. Putting downward pressure on the value of QBs is the flexibility to plug a QB/RB/WR/TE into the superflex. Where QBs are drafted depends upon the draft class and team needs. This year in my superflex league, Watson was the only QB taken in the 1st round. Last year, 2 or 3 QBs went in the 1st round.
In a 2 QB league: QBs would have to be extremely valuable. Putting strong upward pressure on the QB market would be the lack of flexibility that superflex leagues offer. To be honest, I don't know how they do 16 team 2 QB leagues, as it is obvious that bye-weeks cannot be covered; and most likely without the bye-weeks some teams still wouldn't be able to fill a starting lineup of serviceable QBs.

Are you talking Ronald Jones?? I know some are high on him, but I had to actually sit and think which Jones it was. Probably moreso a common name than necessarily a knock on his talent, but I think that would answer my thought on SF ranking a guy like him over QBs. 2QB forces you to value QBs, Superflex gives you discretion on how to value QBs. But regardless, if you can have a spot that should put up say ~15 points a week on average you need to take it to win.
I just finished up my lone Superflex league yesterday, and I never started only 1QB. Thankfully, I squeaked out a championship...but then again, relying on Mariota as my QB2 and Flacco/Hundley as my QB3 was a rollercoaster to say the least.

I bet the 1.9 person is kicking themselves over missing out on Watson in these leagues. 2017: Watson went 1.11, Mahomes went 2.08, Trubisky went 2.12
2016: Went went 1.02, Goff went 1.03, Lynch went 1.12,
Realistically with what I have heard about the QBs this year - I wouldn't be surprised if 2 or 3 of them went in the 1st.
2017: Watson @ 1.10, Mahomes @ 2.02, Trubisky @ 2.06, Kizer @ 2.11
2016: Goff @ 1.02, Wentz @ 1.04, Lynch @ 1.10, Hackenberg @ 2.12

I have the 1.02 in my Superflex below and unless the 1.01 passes on Barkley, I'm taking whichever QB my NY Giants draft (if they do take one at 1.2). If you hit on a young QB, you're set for a decade or more, and if you have THREE viable QBs in superflex, you're a beast during bye weeks.

At this point it's hard to say. Once the Fantasy season is over and draft season gears up, hype builds and anything can happen. I expect probably 3-4 QBs this year to be in the 1st of rookie drafts in 2QB/Superflex leagues since overall it was a pretty awful year for fantasy QBs and people will get googly-eyed on the new rookies coming in.
Like others have said though, depends on the depth of your league and what caliber of QBs are sitting out on the wire.
Something that could clue you in to where QBs will start getting picked is looking at the rosters of those drafting ahead of you/behind you and see what their QB situation is like. QB in these formats is something that's always drafted as need because the price in the trade market is inflated quite a bit if it's a pretty deep league where all or most backup QBs are rostered.

A year ago, Darnold was looked at as the 1.01 in 2QB leagues for 2018 rookie drafts. As of right now, I still think Barkley goes 1st, but wouldn't be surprised if the 1.02 was a QB and at least 1 or 2 more QBs were taken in the top 5. A lot will depend on the actual draft and landing spots.

I also have 1.06 and wouldn't be surprised if 3 more qbs go before I am on the clock at 6.
I could see a scenario where I walk away with both Barkley and Guice without trading up.
