Jordan Mathews?? Longterm Outlook
Do we think he is talented enough to win a starting job and solid role outside of Philly? Or is he just a guy?

I've been wondering about Matthews as a buy low, as well.
He's averaged almost 5/60/0.4 per game for his first 3 years. He looked better in Chip's system, but still had good numbers (minus the dip in TDs - a volatile stat) in a new system. So I think clearly in the right fit he could still be a low end WR2. He's not a guy you should build around, but he could be a productive piece on a good fantasy team. He's risky because you never know what will happen in free agency. Torrey Smith had four WR2 years in a row in Baltimore and SF turned him into a WR5. Crabtree floundered in SF but became a solid WR2 in Oakland.
So if you can get Matthews cheap now or during the season, I think he's a good low risk, mid-reward type of guy.

His best season fantasy wise has been in SF.
The season after he had the archellies injury, and either it took longer to recover or SF just couldn't capitalize on his talent the following season.
For Jmatt - I still expect him to produce WR2-numbers.
Even in a new situation.

Depends on what you're investing in him I guess. I wouldn't want him as my WR1/2, but he could be a nice role player and fill in as someone's WR3/flex option.

I think he is a good buy low, I see him as a WR2 on the right team, or the very least a flex option. He's got the size I like in a WR (6'3). Last year was a down year but with a new offense and QB it is to be expected. Furthermore, he only scored 3 TDs I forsee him scoring at least 6 a year and I feel that is low for him.

People are so impatient. I'm not even going to argue that he should be worth more than his market value, but he definitely shouldn't be talked about as a lost cause or bust. He's had a stellar beginning to his career and there's nothing about him that makes me believe he can't improve.

I am a big fan of Matthews. I followed him being an SEC fan, and he is an outstanding receiver. Buy low on him. He should have a very solid WR2 future which is valuable. He is a definite buy this year in dynasty leagues.

True, but he didn't crack 1000 yards until year 4. That's floundering for a high 1st round draft pick. But I don't blame him for it. I think Matthews will struggle to get the target load he'd need for WR2 numbers this year, but if he lands on a new team in 2018 that plans to get him ~120 targets, primarily from the slot, then I agree that WR2 numbers are achievable.

Likely no one sees Jordan Matthews as some transcendent talent. However, his career to date has been pretty decent.
In 2014 he caught 67 of 105 passes for 872-8. This is a rookie with Mark Sanchez and Nick Foles at QB.
In 2015 he caught 85 of 127 passes for 997-8. This is with yet another new QB, Bradford and a totally dysfunctional team.
In 2016 he caught 73 of 117 passes for 804-3. This is with another new QB and a rookie. He also had a hand injury.
Give the Eagles a chance to get some footing on offense and I think we can make a fair assessment of Matthews. At the moment he may be a good buy low candidate.

Decker + Blount for Mathews? PPR. Both teams competitive roster spots at a premium.

Depends on the depth of the rosters. Entering 2018, I'd expect Matthews (and a roster spot) to be easily more valuable than Blount and Decker. If someone has the depth at RB that they really don't need to count on Blount in 2017, I'd easily pay him to change Decker into Matthews. If, though, that team is not so deep at RB and losing Blount hurts (probably not a big hurt in a ppr), then I could see wanting Blount and Decker over Matthews and a free agent.
I'd say in most cases, I would side with Matthews and a free agent in dynasty.
